This quest will begin automatically after you finish Fragments of the Past. The Grandmaster has invoked a meeting, which will begin in one day. You may pass this time whichever way you like, either by sleeping in a bed or doing other things in the meantime.

After a day has passed, go to the Emporium, and you'll find Grandmaster Tealor Arantheal, Commander Leora Eren, Natara Dal'Veram, Constantine Firespark, Signet Leader Jorek Bartarr, Yuslan Sha'Rim, and Lishari Peghast discussing a terrifying new development: It seems that Taranor Coarek, the new leader of Nehrim who has declared "war on religion", has sent warships to Enderal, an act of war.

As such, they've decided to send you, Jespar and Firespark to place two Steel Plates on the island where the Nehrimese are stationed at. Going there by ship, however, would be too dangerous, so Firespark decided to use an underground Pyrean transport system to arrive there inconspicuously. He says you should meet him and Jespar in Fogville, to find the artifact that opens the temple.

On that note, this quest ends and Into the Deep begins.
