Forego the concept of sub-regions?

After having seen the most recent changes of the Places article, it seems to me that the concept of sub-regions is in dispute. For example, Ark is not counted as a sub-region of the Heartlands, where the article would benefit from it being as such - It's more accessible and less cluttered that way. Before I go ahead and change it to once again include sub-regions, I ask this; Is that what we want for our readers? The map can be edited to accommodate such changes, if that is the worry.
