I don't exactly know how Zoras’ power builds, but some of the demonic powers must have passed to him when he touched Tirnas’ Runeblade. I'm almost certain that it is Zoras’ fault that the long winter came over Northforge, he doesn’t call himself the Ice King for nothing. His knowledge of demons and magic is amazing, he is able to control the elemental spirits of this land through a magical curse maintained by sigils in Northforge and drive the climate downright crazy.
However, I am sure of one thing, he does not have the power to rule the Willless, only the possessed dark elves of Kallidar. While the Willless don't appear to be hostile to him, they do not respect his presence.
I have been doing research, to the east of Lake Mottanion is a gorge blocked by a gate of ice. This gate is set up by the sigils that maintain the curse. The gate is impenetrable, sealed by magical bonds - not even the Willless and demon lords can open it, it is bound by the curse. Should the curse fall, the gate will also fall, nobody knows what is behind it. It is possible that Zoras built a gigantic fortress held by legions of elementals. A victory over this fortress with military force is almost impossible, since neither the Queen's forces nor those of the Willless would be powerful enough to defeat the elemental spirits - only a very powerful warrior could distract the spirits...
