Frostcliff Mountains, to the north of Old Northwindwatch.

The Windmill is a structure, situated in the eastern part of the Frostcliff Mountains.

Description

Overlooking the ocean, is the windmill. The spinning sails can be seen from afar, though it is abandoned. Now its only guardian is a lone Vatyr. An unlocked chest can be found at the base of the building, near some firewood.
