However, in the latest and current cycle, she has made several moves out of free will as stated above, much to the Black Guardians surprise who has observed her for many cycles and who thought she didn't have feelings. Although it might be arguable that the veiled woman's actions lead to the cleansing, as stated  above she is somewhat powerless to change fate, but managed to make a small change (killing you and then saving you) leading to a big result, delaying/stopping the cleansing or having you survive to create a new humanity. "the first beat of a wing must happen" can either mean the start of the cleansing of each cycle, or the first time the cleansing is stopped, although considering her actions in the latest cycle it is most likely meant to stop the cleansing.

It could be that the Emmisaries are created by the Veiled Woman, as she is the one speaking to you as you are revived "Breathe". Which also means she is the cause of the endless cycle. When speaking with the High Ones on the tropical island, they tell you that you aren't special, but only was in the wrong place in the wrong time, but that you make their task easier, likely implying that they didn't make you an Emmisary, but rather just a coincidence, something the Veiled woman is acting on by duty, hinted by when she tells the player that her actions are necessary for the eventualities to fall in place when encountering her in the ship. The Black Guardian also tells the player that the beginning of the cycle was a very logical outcome.

Description

The veiled woman is a key character in the story of Enderal that appears at several occasions, most notably in the beginning and the end of the game. She appears as a manifestation of eventualities as she often speaks of different outcomes and that "the first beat of a wing must happen".
